CSAE Safety Standards

Zero-tolerance rules and safety processes for preventing child sexual abuse and exploitation across all PipChat! channels and features.

Zero-tolerance: Any child sexual abuse and exploitation material (CSAE/CSAM) is strictly prohibited on PipChat!. Violations result in immediate enforcement, and we report as required by applicable law.

Scope

These standards apply to all users, features, and channels on PipChat!, including:

  • Public threads, replies, and community chats.
  • Ephemeral status posts (text, images, videos).
  • Business Inbox messages, chatbot flows, and broadcasts.
  • Media uploads (images and videos) on any part of the platform.
  • User profiles, professional profiles, and catalog items.
  • Forms and form responses.
  • Any private or semi-private communications facilitated through the platform.

Prohibited content and behaviors

We do not allow on any channel:

  • Any content depicting, promoting, or facilitating sexual abuse or exploitation of minors.
  • Requests, threats, grooming behavior, or attempts to obtain sexual content involving minors.
  • Sharing, soliciting, or distributing CSAE/CSAM materials, links, or coded references.
  • Any sexualized depiction of minors, real or fictional, including AI-generated, manipulated, or synthetic media.
  • Any attempt to use platform features (including Business Inbox, chatbot flows, forms, or broadcasts) to groom, contact, or exploit minors.
  • Any attempt to circumvent safety systems, age restrictions, or moderation controls.

Minor user protections

PipChat! implements platform-level safeguards for minor users:

  • Under-13 prohibition: PipChat! is not available to users under 13. If we learn a user is under 13, we immediately restrict or delete the account.
  • Under-18 media restrictions: Users under 18 are blocked from certain media uploads at the platform level — enforced server-side, not just client-side.
  • Age-gated feature restrictions: Certain features are unavailable or restricted for users under 18, including P2P payment features and Business Inbox.
  • Content restrictions: Age-gated content categories are not accessible to under-18 users.

Detection and prevention

  • Automated image moderation: All uploaded images are analyzed using NSFWJS (a TensorFlow.js-based model) to detect sexually explicit or exploitative content. Content scoring above safety thresholds is blocked or immediately flagged for human review.
  • Video frame analysis: Video uploads are processed using FFmpeg to extract frames for safety evaluation against the same thresholds.
  • Text screening: Post content and messages are screened against keyword lists in 12+ languages for grooming patterns and prohibited content.
  • User reporting: Any user can report content or accounts for safety review using in-app reporting.
  • Human review: Flagged content may be reviewed by trained human moderators before action is taken.

Enforcement actions

When we detect CSAE/CSAM or related grooming behavior, we take the following actions:

  • Immediately remove or block the content.
  • Immediately suspend or permanently ban the responsible account.
  • Suspend or remove any groups, communities, or business accounts involved.
  • Preserve relevant records (content, metadata, account data) for safety investigations and legal compliance.
  • Report to law enforcement and/or relevant national or international authorities as required by applicable law.

There is no appeal process for CSAE/CSAM violations. These violations result in immediate and permanent action.

How to report

If you see content that may involve CSAE/CSAM or grooming behavior, report it immediately:

  • In-app reporting: Use the report button on any post, profile, or message.
  • Email: Send a report to [email protected] with screenshots or links, what you saw and when, and whether anyone appears to be in immediate danger.
If there is immediate danger, contact your local emergency services first. Do not wait for a platform response.

You can also report CSAM to national reporting centers. In the United States, report to the NCMEC CyberTipline. In other countries, report to your national ICAC or equivalent authority.

Privacy and evidence handling

Access to sensitive investigation data (including CSAE/CSAM evidence) is restricted to authorized safety workflows only. Access is logged for audit and accountability purposes. Evidence may not be accessed by general staff and requires elevated authorization. Legal hold rules retain evidence even if the associated account is deleted. We handle all evidence in accordance with applicable law and with sensitivity to victims.

Updates to these standards

We may update these standards as the service evolves, as automated detection capabilities improve, and as legal requirements change. Significant updates will be reflected in the policy version date above.
